Job Title: Manager, Pharmacy
Job Duties: The Manager, Pharmacy shall ensure that the department meets all legal and accreditation / certification requirements. In addition, the director shall ensure that the department complies with all applicable hospital policies, procedures, codes, and standards. The Manager, Pharmacy is responsible for: 1) setting the long and short-range goals of the pharmacy based on developments and trends in health care and institutional pharmacy practice and specific needs of the instititution, 2) developing a plan and schedule for achieving these goals, 3) supervising the implementation of the plan and the day to day activities associated with it, and 4) determining if the goals and schedule are being met and instituting corrective actions where necessary. Shall insure that sufficient supportive personnel (technical, clerical and secretarial) shall be available to minimize the use of pharmacists in nonjudgemental tasks. Assures supervisory controls for supportive personnel are maintained. Shall assure that work schedules, procedures, and assignments use pharmacy personnel and resources in the most efficient manner possible. Shall assure that the competence of all staff be maintained through relevant continuing education programs and activities. The recruitment, employment and discharge of pharmacy personnel shall be the responsibility of the Manager. Shall establish procedures based on predetermined objectives, for the orienting new personnel to the pharmacy and their respective positions. Shall routinely evaluate pharmacy personnel performance. Responsible for preparing written position descriptions for all categories of pharmacy personnel and revise them as necessary. Responsible for preparing and continually revising an operations manual governing all pharmacy functions. Assures all pharmacy personnel are familiar with the contents of this manual. Responsible for establishing and maintaining policies and procedures for managing drug expenditures which includes such methods as controlled formularies, drug use review programs, and cost-effective clinical services. The Manager is responsible for preparing periodic reports to the institution's administration containing qualitative and quantitative information on the pharmacy's activities for the period plus the current position of the pharmacy with respect to its long and short-range plans. Shall establish and maintain an ongoing, systematic program for assuring the quality of pharmaceutical services. This program should be integrated with the institution's organized qualtiy-assurance program. Shall insure the health center has access to pharmaceutical services and a pharamacist 24 hours a day. The use of night cabinets and drug dispensing by non-pharmacists should be minimized and eliminated wherever possible. Shall insure there shall be adequate space, equipment, and supplies for the professional and administrative functions of the pharmacy. The Manager shall insure that the pharmacy is responsible for procurement, distribution, and control of all drugs used within the institution. This responsibility shall extend to drugs and related services provided to ambulatory patients. Shall develop and maintain policies and procedures governing these functions. Shall assure that an adequate drug supply is available at all times. The Manager shall insure that the pharmacy is responsible for providing the institution's staff and patients with accurate, comprehensive information about drugs and thier use and shall serve as its center for drug information. The Manager, in concert with the medical staff, shall develop policies and procedures for assuring the quality of drug therapy. The Manager should conduct, participate in, and support medical and pharmaceutical research appropriate to the goals, objectives, and resources of the pharmacy and the institution. Shall serve as a consultant and advisor to the Tinian and Rota Health Center Pharmacies. Will conduct quarterly inspections of those facilities to assure compliance with all local and federal pharmaceutical regualtions. The Manager shall serve on the Pharmacy and Therapeutics committee in the role of Secretary and will be responsible for preparing the agenda, scheduling meetings and preparing and distributing meeting minutes. The Manager shall insure the relevant standards and guidelines of the American Society of Health Systems Pharamacists and the Centers for Medicare & Medicaid Services will be adhered to regardless of the particular financial and organizational arrangements by which pharmaceutical services are provided to the facility and its patient. Qualification Requirements: A minimum of Bachelor of Science degree in pharmacy from an ACPE approved college of pharmacy or equivalent certified by NABP (National Association of Boards Pharmacy). Preffered Doctor of Pharmacy with a ACCP approved residency program in pharmacy management or a Masters Degree in Pharmacy Management. Must have a valid license in good standing to practice pharmacy in at least one U.S. state and be eligible for licensure in the CNMI. Minimum of five (05) years of hospital pharmacy experience at the level equivalent to staff or clinical pharmacist with a minimum of two (02) years pharmacy management experience.
