Job Duties: | Fiscal/Budget Officer (Internal Announcement Only) DUTIES: Under the overall supervision of the Chief Financial Officer or his/her designee, the incumbent’s duties and responsibilities are as follows. Supervises professional and support staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and, making hiring, termination, and disciplinary recommendations. Supervises day-to-day accounting operations to include: reviewing and approving journal entries; reviewing entries from accounting modules; reviewing trial balance and financial statements; reviewing and maintaining subsidiary ledgers; analyzing problematic accounts; providing guidance to staff; and, monitoring and analyzing revenue and expenditures. Attends a variety of meetings and serves as a liaison between the department and other departments, organizations and agencies. Prepares a wide variety of financial and analytical reports and statements. Prepares annual budget by providing advice and guidance to division managers. Prepares budget reprogram and reclassification requests. Performs other duties of a similar nature and level as assigned. |

Qualification Requirements: | MINIMUM QUALIFICATIONS: Bachelor’s Degree in Accounting, Finance, or a related field and four years of professional level accounting or finance experience including two years supervisory experience. Preferred Qualifications: Master’s Degree in Accounting, Finance, or a related field and six years of professional level accounting or finance experience including four years supervisory experience. Knowledge of: Applicable Federal, Commonwealth and local laws, codes, regulations and/or ordinances; Customer service principles; Supervisory Principles; Generally Accepted Accounting Principles and other applicable laws, rules and regulations. Budgeting Principles; and Basic mathematics. Skill in: Monitoring and evaluating staff; Prioritizing and assigning work to staff; Applying Federal, State, and/or Local laws, rules, and regulations; Performing mathematical calculations; Applying accounting procedures and principles; Developing and implementing procedures and standards; Recording, analyzing, verifying, reconciling, and reporting accounting transactions; Preparing and analyzing financial statements and reports; Using computers and related software applications; Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
