| Job Duties: | DUTIES: Under the direction of the Water and Wastewater Division manager or his/her designee. Position is assigned to both routine and simple water and sewer facilities and projects. Duties and responsibilities include: Works with and support field operations, treatment and water supply staff to evaluate, develop, design, advise, support, and/or suggest to Foremen and Crews how to address, manage, develop, improve, modify or build subsystems, linear infrastructure, sub-structure elements, and so on that support and enhance the value and quality of work performed by operations staff. Perform field measurements for distance, elevation, flows, pressures and other elements related to water and sewer system designs, including configuration of water/sewer facilities, utilizing surveying equipment and GIS equipment; Design size and length of water mains, capacity (pumping rate and head) of booster stations, size, slope, and distance of sewer gravity mains and force mains, size, pumping capacity, and liquid level control of Lift stations; Design drawings to portray facilities to be constructed based on completed design and specification preparation for water systems and facilities source (wells), transmission and distribution pipelines and storage tank, including wastewater systems and facilities sewer lines, sewer pumping stations and treatment plants. Writes reports for engineering feasibility analysis, evaluations, such as wastewater flow, well production, water loss, electrical consumption, system hydraulics. Prepare scopes of work for a variety of A&E consultant services related to existing and proposed water and sewer systems; Analysis of water system operation performance by pressure zone; Operations support such as review of operating mode and system configuration; Ensure proper installation and monitoring of pilot control system using supervisory control and data acquisition (SCADA); Effects repairs to multiple emergency power generators for the wastewater lift stations; Responsible for overseeing the engineering aspect of the water and wastewater system operations modifications, maintenance and repairs; and Perform other related engineering duties as assigned. |

| Qualification Requirements: | MINIMUM REQUIREMENTS: Education: Bachelor’s degree in Engineering and five (5) years professional engineering and a PE Licensed in Civil Engineering. Knowledge of: Applicable Federal, Commonwealth and local laws, codes, regulations and/or ordinances; Supervisory principles, practices and techniques (based on assignment); Engineering and construction principles, methods, practices, and techniques; Engineering planning, specification, and drawing methods and techniques; Mathematical concepts; Applicable equipment, controls and systems of assigned area of responsibility; Safety principles and practices; Data collection techniques; Research methods; Project management principles; Contract administration principles; Customer service principles; Quality assurance principles; Modern office technology. Skill In: Interpreting and applying applicable laws, codes, regulations and standards; Supervising, monitoring, training and evaluating staff (based on assignment); Managing complex projects and construction activities; Developing project scope and plan; Monitoring project schedules, status and compliance; Preparing plan designs, calculations, technical specifications, and other technical documentation; Planning and designing utility facilities; Performing technical review of submittals; Interpreting drawings and technical specifications; Monitoring project funding and expenditures; Maintaining project files and records; Performing research and efficiency studies; Responding to technical inquiries and information requests; Identifying, troubleshooting and investigating issues; Recommending, developing and implementing solutions; Conducting inspections; Collecting, analyzing and researching field data; Administering and monitoring contract compliance; Assisting with bid administration processes; Applying safe work practices; Utilizing a computer and relevant software applications; Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and others to sufficiently exchange or convey information and to receive work direction.
