Job Title: Chief Accountant
Job Duties: Under the direct supervision of the Chief Financial Officer (CFO) or his/her designee, the incumbent’s duties and responsibilities are as follows. Supervise the CUC accounting section and support staff to include: prioritizing and assigning work; conducting performance evaluations, staff training and professional development; and making hiring, termination, and disciplinary recommendations to leadership. Supervise the daily accounting operations and review all accounting transactions and approves journal entries into accounting modules. Prepare and review monthly financial statements; review, reconcile and maintain subsidiary ledgers; analyze problematic accounts; provide leadership and mentorship to staff; and, monitor and analyze revenue collections and expenditures. Attend a variety of meeting and serve as a liaison between the accounting section and other divisions within the corporation. Monitor the check writing functions of the accounting section and ensures the bank reconciliations are performed monthly. Prepare financial packets and updates to the Board of Directors. Prepare the annual financial statements for inclusion in the CUC Annual Audit of Financial Statements. Serve as liaison between external auditors and division managers, program managers and section chiefs in support of accounting and financial matters. Performs other similar accounting, financial and similar duties assigned by the CFO. The position responsibilities also include, but not limited to: prepare a wide variety of financial and analytical reports and statements. Monitor fund balances through the preparations of daily cash flow report and bank statement reconciliation; Plan, manage, coordinate and implement the month-end/year-end closing procedures and provide information to financial auditors. Maintain and reconcile balance sheet accounts with assistance from accounting support personnel and ensures maintenance or proper audit trails; Prepare audit responses and ensure that appropriate corrective actions are executed; Review accuracy of billing adjustments to individual accounts from billing staff and receivable accountants; Conduct annual performance evaluation of accounting staff.

Qualification Requirements: A CPA accreditation is required along with a Bachelor’s Degree in Accounting, Finance, Auditing, or a related field and four years of professional level accounting, auditing or finance experience with two years supervisory experience with strong background on month-end/year-end closing. Knowledge of: Federal, Commonwealth, State and local laws, codes, regulations and/or ordinances; Customer service principles; Supervisory Principles; Generally Accepted Accounting Principles (GAAP) and other applicable laws, rules and regulations. Basic understanding of Budget Principles, Fiscal Law and Mathematics. Skill in: Monitoring and evaluating staff; prioritizing and assigning work to staff; performing mathematical calculations, accounting and forecasting techniques; developing and implementing procedures and standards; analyzing, reviewing, verifying, reconciling, validating and reporting accounting transactions; preparing and analyzing financial statements and reports. Experienced user of Microsoft Office and other financial and accounting software applications. Excellent communication, writing, and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
