Job Duties: | Under the general supervision of the Executive Director, the Incumbent of this position duties and responsibilities are: Plans, organizes, and directs the Administrative activities of the Corporation, supervises the work of professional, technical and clerical employees. Directs staff services of the Corporation to which assigned, directs personnel, finance, budget, purchasing, supply and other office management operation, studies and develops office methods and procedures. Performs variety of public relation duties, prepare news releases, speaks before the community groups to explain programs and engineer public interest and participation. Represents administrative superior of day-to-day operational problems in his absence; performs liaison with other department and the public. Coordinates the processing of personnel actions for recruitment, promotions, meritorious step increases, adverse actions, establishment of new positions, and other requests. Interprets and explains administrative policies, rules and procedures to employees and supervisors. Work independently with high degree of expertise in program development. Develop policies, rules and regulations and participates in the development and revision of legislation affecting program and implementations. Conducts staff meeting to insure that goals and objectives are met and completed on a timely basis. Promulgates and interprets the policies and procedures (procurement) as established by the Board of Directors. Develops policies and procedures for accountability and management of personal property. Stand-by before and during emergencies such as power outages, storm conditions and other natural disasters to coordinate the needs of supplies and materials for procurement and issuance. Perform other related duties as assigned. |

Qualification Requirements: | Bachelor’s Degree in Business Management or Finance and/or related field and at least eight (8) years of strong operational experience required or Master’s in Business Management or Finance or related field and at least five (5) years in senior management role preferred. Knowledge of: Federal, Commonwealth, State and local laws, codes, regulations and/or ordinances; Customer and personnel service; Supervisory responsibility; Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. Skill in: Organizational development, personnel management, budget and resource development; Excellent people skills, with an ability to partner with a dynamic leadership team; Possess personal qualities of integrity, credibility and commitment to corporate mission; Flexible and able to multitask; can work with an ambiguous, fast-moving environment, while also driving toward clarity and solutions; demonstrated resourcefulness in setting priorities and guiding investment in people and systems; Judgement and decision making, considering the relative cost and benefits of potential actions to choose the most appropriate one; Analyzing data to assess operational or project effectiveness; Developing organizational policies or programs.
