Job Duties: | Under the direct supervision of the Executive Director or his/her designee. Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations. Manages the functions of assigned unit/designated program, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or services. Ensures compliance with organizational and Federal, Commonwealth, and local laws, regulations, codes, and/or standards. Serves as a liaison with internal departments, officials, agencies, partners, contractors and other external organizations, groups and representatives. Serves as a representative at a variety of meetings, public events, on committees, and/or other related events regarding services, programs, or projects. Researches, reviews, interprets, analyzes and prepares a variety of information, data, and reports; provides quality control and assurance of assigned function and services; recommends and implements policies and procedures to improve operational effectiveness and provide enhancements to services or programs. Manages assigned budget and provides input to the annual budget development process. Prepares cost estimates and budget recommendations. Monitors, administers and controls budget allocation and authorizes expenditures. Assists in planning, developing, recommending and implementing goals, objectives, policies, procedures and standards. Coordinates operational and program efforts in alignment with goals and objectives of assigned area of responsibility. Planning, overseeing and providing human resources operations, support and activities; Providing coaching and recommendations to management and staff regarding personnel needs and issues; Working with upper management and legal counsel regarding disciplinary actions; Providing guidance and support related to employment processes and programs. Performs other duties of a similar nature and level as assigned. |

Qualification Requirements: | Bachelor’s Degree in a directly related field and 5 years of professional experience in the assigned field including 2 years of leadership experience. Knowledge of: Applicable Federal, Commonwealth and local laws, codes, regulations and/or ordinances; Managerial principles, practices and techniques; Principles, practices, methods and techniques of assigned operational area or function; Budgeting principles; Contract administration principles; Customer service principles; Modern office equipment; Modern office technology. Skills in: Interpreting and applying applicable laws, codes, regulations and standards; Managing, monitoring, training and evaluating staff; Prioritizing, coordinating, allocating resources and assigning work; Planning, organizing and implementing programs and services; Establishing goals, objectives and standards; Recommending, developing and implementing policies and procedures; Providing technical review, expertise and oversight related to assigned area; Monitoring and implementing quality, compliance and/or safety procedures and processes; Preparing contract documents; Providing contract administration; Researching and analyzing information; Resolving problems and conflict; Developing budget and monitoring compliance; Preparing reports, presentations and other related materials; Delivering presentations and training; Overseeing customer service delivery; Serving as a liaison and technical representative of assigned area; Utilizing a computer and relevant software applications; Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and others to sufficiently exchange or convey information and to receive work direction.
