Job Title: System Network Administrator
Job Duties: This position is established within the Commonwealth Healthcare Corporation (CHCC) under the general supervision of the Chief Information Officer/CIO (or designee, in the absence of the CIO). The incumbent will participate in technical research and development to enable continuing innovation within the infrastructure and ensures that system hardware, operating systems, software systems, and related procedures adhere to organizational values, enabling staff, volunteers, and Partners. Nature of work will be overseeing daily operation of CHCC systems and networks including provisioning, installing/configuring, operating, and maintaining system hardware, software and related infrastructure, identifying network requirements; installing upgrades; securing servers, firewalls, and end-user devices according to HIPAA standards and monitoring network performance to ensure optimal levels are attained to support the Electronic Health Record (EHR) system, Financial System, and various Public Health registries. Configure, manage, and maintain switches, firewalls, Wireless access points, and VPN devices. Configure, manage, and maintain Windows 2008, 2012 servers. Manage and maintain active directory and group policy elements. Manage and configure VMWare virtualized environment in accordance with standards and project/operational requirements. Develop and maintain installation configuration procedures. Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups. Perform regular security monitoring to identify any possible intrusions. Perform daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary. Perform regular file archival and purge as necessary. Create, change, and delete user accounts per request. Repair and recover from hardware or software failures. Coordinate and communicate with impacted constituencies. Apply OS patches and upgrades on a regular basis and upgrade administrative tools and utilities. Ensure network and system uptime performance to prevent negative business interruptions in a 24x7x365 environment. Minimize network and systems downtime through effective monitoring and problem resolution. Establishes network specifications by conferring with users; analyzing workflow, access, information, and security requirements; designing router administration, including interface configuration and routing protocols. Secures network by developing network access, monitoring, control, and evaluation; maintaining documentation. Upgrades network by conferring with vendors; developing, testing, evaluating, and installing enhancements. Meets financial requirements by submitting information for budgets; monitoring expenses. Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations. Protects organization's value by keeping information confidential. Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments. Assists in the development, maintenance, or enhancement of Public Health program’s surveillance system, tracking and follow-up data systems, and working collaboratively with program’s data system developer/ consultant. Directs the development, integration, and implementation of a comprehensive IT infrastructure to include data sharing agreements, memorandums of understanding, data linkages, web-based e-systems. Prepares data compilation and dissemination of information between involved entities. Prepares summaries of statistical reports, special reports, and tabulations according to general directions. Attends and participates in pertinent data systems training, conference, and seminars (on island or international) to augment knowledge and skills. Performs other related duties as assigned. Environment: Adept with deploying and managing virtual infrastructure technology (i.e VMware EXSi platform, Equallogic) and Dell enterprise grade network solutions (i.e. Dell Force10 switches and PowerConnect wireless controller solutions.)

Qualification Requirements: Bachelor’s degree in Computer Science, Information Systems, Networking or similar equivalent experience. Two (2) years extensive experience in system and network administration. Candidates with experience in deploying VMware EXSi platform, Dell Equallogic, Dell force 10 and Power Connect wireless solutions desired. Hands-on knowledge of Wide Area Network (WAN) and Local Area Network (LAN) communications and the ability to isolate problems sufficiently to identify the appropriate corrective action. Knowledge in implementing and training users in the use of new systems or upgrades. Ability to write policies and procedures or system specifications or manuals. Must demonstrate strong project and time management skills for effective and efficient implementation of new projects. Strong analytical and problem solving skills. Must have positive disposition and related or unrelated customer service experience. Be able to handle urgent situations in a calm, effective manner. Team-player and self-motivated. Willing to adopt to flexible work schedule primarily to cover core business hours as there will be times when it will be necessary to perform activities outside of normal office hours. Detail-oriented, organized, and security conscious is a must. Able to work with people from culturally and linguistically diverse backgrounds.
