Job Duties: Job Summary: The Human Resource Administrator assists the Human Resource Business Partner, in planning, organizing, and implementing all human resource management operations of CNMI IT&E, consisting of staffing and selection, establishing and maintaining benefits and compensation programs, developing and interpreting policies and procedures, training and employee development, employee/labor relations and maintenance of employment and administrative records. The Human Resource Administrator will also work with the Development Officer and the Training and Development Specialist in coordinating the apprentice, intern and student trainee programs and will develop and maintain communication programs within the Company that will strengthen internal employee communications, enhance and recognize individual and team performance and provide employees with information that supports IT&E business strategies. Essential Duties and Responsibilities: The Employee will: 1. Assist the Human Resource Business Partner (HRBP), in developing goals and objectives for the Human Resource Offices in line with the IT&E Mission and business strategy. 2. Supervise and work with, interns and other assigned staff in the performance of the tasks and responsibilities assigned to the Human Resource Office; provide training, counsel and assistance in the development of their human resource and administrative skills. 3. Implement and support the Corporate Equal Employment Opportunity program, providing advice to managers and staff; investigating incidents and complaints to assist the HRBP in resolving the situation and/or preparing responses to the Equal Employment Opportunity Commission, as required. 4. Coordinate the IT&E CNMI staffing, selection, and employment functions to provide and maintain a qualified and productive workforce; prepare job vacancy announcements, coordinate with the CNMI Department of Labor, conduct advertising, screening, interviewing, reference checks, applicant follow-ups and new employee orientation. 5. Assist in the development, interpretation and administration of Human Resource policies, implementing and monitoring compliance with all policies to guide and facilitate IT&E operations, ensuring that they comply with Federal and CNMI laws, IT&E and industry standards. 6. Ensure the Corporation’s compensation plan for management and hourly employees is consistently applied and that it complies with IT&E salary practices, the Federal Fair Labor Standards Act (FLSA), and CNMI employment laws; investigate and resolve employee salary complaints and discrepancies. 7. Coordinate and implement employee benefit programs (medical, dental, life coverage, retirement/pension, COBRA, annual and sick leave); ensure programs are competitive, meet IT&E guidelines, federal and CNMI laws and regulations, and employee needs while containing benefit related costs; provide communication and training to employees on benefit programs and resolve benefit-related employee complaints. 8. Assist managers and supervisors in reaching fair and defensible decisions to resolve employee/labor relations disputes/grievances; ensure management actions and decisions comply with local and federal laws. 9. Coordinate and monitor the employee evaluation program to ensure timely submission of fair and equitable evaluations; provide training to managers to assist them in developing evaluative skills. 10. Prepare internal and legally-required reports for all Human Resources functions, ensuring that recordkeeping, tracking, and reporting systems are established and enforced to permit timely completion of all required periodic or ad hoc reports. 11. Implement employee communications programs, to include a variety of communication channels such as meetings and written communications (e.g. employee newsletter and news bulletins, management coffee hours, etc.). 12. Remain professionally current on job-specific procedures through training courses, seminars, conferences, professional memberships, and the review of technical research papers and reports, data trends, and professional journals. 13. Coordinate with the departments to develop and implement in-service and cross-training, and other programs and strategies to improve job-specific and general supervisory/management skill levels, enhance individual employee advancement potential, productivity, safety, and quality within the Corporation. 14. Assist with company events and participate in community events, to include recruiting volunteers, insuring volunteers fulfill assignments, rallying employees to participate in events, handling financial matters of the events, and closing out events. 15. Perform other related duties or tasks as assigned or required.

Qualification Requirements: Minimum Qualification Requirements: Education: Bachelor’s degree from an accredited college or university or has an additional four years of human resource management-related experience Work Experience: Three years progressively responsible experience in all aspects of human resource management Licensure/Certification/Professional Association: Human Resource Certification Institute (HRCI) certification or Society for Human Resource Management SHRM-CP certification desired but not required at hire; active membership in the Society for Human Resource Management will be required
