Job Title: Chief Medical Officer
Job Duties: Under the general direction of the Chief Executive Officer, the employee in this position is responsible for the overall medical and clinical administration and management of the Kagman Community Health Center, Inc., which includes development and improvement of the clinical and medical goals of the center. Supervises approximately 10 medical, nursing and allied health professional staff that are responsible for clinical duties and responsibilities. Provides primary care and secondary/tertiary care within the scope of the employee’s training and credentials. Provides guidance and appropriate chart review for mid-level providers as assigned. Participates in all programs appropriate for the CMO as assigned by the CEO. Maintains privileges and credentials with the CNMI Board of Medical Licensure. Develops and maintains standard treatment guidelines for the health center. Develops and maintains a comprehensive and effective quality assurance program including medical/nursing staff development. Recommends to the Chief Executive Officer preferable employment of medical and nursing staffs. Assists with performance evaluations and recommending merit increases, promotions, and disciplinary actions. Assists and helps develop outreach and preventive programs vis-à-vis public health programs in prevention and education. Responsible for the performance improvement program. Oversees all clinical providers at the health center. Maintain a balanced clinical practice. Review developmental and medical history of patients; explain and obtain medical history from patients, parents, guardians or responsible adults to prepare profile on patients for presentation at diagnostic staffing. Review medical and laboratory data for presentation at diagnostic staffing; participates in diagnostic staffing to correlate findings, determine diagnosis and develop appropriate treatment recommendation; if indicated along with relevant member(s) of the team; discuss findings and recommendations with patients, agencies, etc. Responsible for medication management when indicated. Supervise medical providers and other medical staff as appropriate. Responsible for the management, supervision, and evaluation of all medical/provider personnel with Kagman Community Health Center, Inc. Ensures that providers deliver high-quality care and service within the standard of care for a given discipline. Develop and monitor performance and quality matrix to ensure the performance standards are met. Coach and counsel staff to ensure continuous performance improvement. Provide oversight for the recruitment, retention, and training of all provider personnel. Ensure staff compliance with the Federal Health Center Program, Section 330 of the Public Health Service Act, regulations and requirements (“Section 330”). Develop, implement and monitor policies and procedures to ensure compliance. Provide oversight and management of quality and risk management program ensuring compliance with state, federal regulations and regulatory guidelines. Provide ongoing reports to KCHC’s CEO and Board of Directors on a regular basis. Facilitates continuous communication among partners within CNMI. Assist in the development of grant proposals for KCHC. Periodically review grant deliverables to ensure that activities tasked to clinical staff are being achieved. Review or facilitate the collection of clinical data required for grant reported as requested. Participate in the preparation of grant reports. Professionally represent KCHC within the community and press. Performs other related duties as assigned.

Qualification Requirements: Must be a graduate of an approved Medical School (MD, DO, MBBS) with a minimum of five years of experience in Family Medicine or Public Health practice. Plus, five years of experience and board-certified in Family Medicine. Plus, three years of experience in clinical management or administrative duties. Must have a valid license to practice as a physician. Ability to work effectively with coworkers and clients. Must have good oral and written communication skills. Comprehensive of basic medical information. Computer literacy is necessary.

Comments: Conditional Requirements: This position is a full-time employment status. The regular work schedule will be Monday to Friday from 7:30 am to 4:30 pm for a total of 40 hours per week. This work schedule, however, is subject to change with or without notice based on the Employer’s business requirement and/or by the demands of the employee’s job; Every effort will be made to adhere to the employee’s regular work schedule. This position is “EXEMPT”. Other: This position is paid on a bi-weekly basis (two [2] week period). Benefits include eight (8) paid holidays, paid time off (PTO) and health and dental insurance. KCHC adheres to all applicable deductions such as CNMI tax, Federal Tax, Medicare and Social Security. Once working at the site, clinicians may be eligible to apply for loan repayment assistance..
