Job Title: Senior Business Analyst
Job Duties: • Identify potential bid opportunities by monitoring bid databases, reviewing RFPs (Requests for Proposal), and conducting market research. • Prepare proposals and ensure the achievement of the desired project outcome at the best possible price. • Review proposal requirements and ensure that all proposals meet the client's specifications, including reviewing the scope of work, technical requirements, and commercial terms. • Calculate procurement budgets for bids and proposals, ensuring that spending is within budgetary constraints and that cost savings are achieved wherever possible. • Monitor and analyze post-bid to identify areas for improvement and ensure that lessons learned from previous proposals are incorporated into future proposals. • Conducting market research to identify new products, services, and suppliers, as well as emerging trends and best procurement practices. • Purchase goods or services that meet the quantity and quality expectations of the organization or criteria. • Research business opportunities, licensing processes, and potential vendors. • Monitor supplier and freight performance for future reference • Coordinate with freight forwarding companies on costs and arrangements of orders to be brought over to the Saipan office and/or affiliated companies • Work with freight forwarding companies and suppliers to be exempted from sales tax • Track orders and ensure timely delivery • Perform general clerical duties: scanning, filing, organizing, scheduling meetings, making phone calls, etc. • Train and mentor Saipan business analysts, helping them to develop the skills they need to succeed in their roles. • Identifying and addressing operational, financial and technological risks within the business. • Maintaining, testing and improving business and systems operations. • Building and maintaining relationships with key stakeholders. • Identifying and capitalizing on improvement opportunities. • Identifying innovative ways to increase customer satisfaction. • Evaluating the performance of project teams to ensure that targets and deadlines are met. • Communicating ideas and viewpoints to senior management. • Acting as a liaison between business and IT groups. • Sourcing materials, goods, products, and services and negotiating the best or most cost-effective contracts and deals. • Follow and comply with all established policies and procedures. • Proven ability to work independently and exercise sound judgment. • Detail oriented with strong organizational, process improvement, and problem solving skills. • Understanding technical designs as well as specifications of projects. • Create visual diagrams including flow charts, data diagrams, system designs and similar technical representations. • Prepare technical documentation for the project solutions • Prepare design specifications documentation. • Assist with initiatives and program tasks ensuring assigned audit planning, data gathering, analysis and testing tasks are accomplished in the timeframe established. • Maintain a good understanding of business models and risks. • Offer value-added recommendations to supervisors on internal controls. • Assist in maintaining overall quality and client satisfaction, and provides feedback on work products. • Report progress of assigned audit or program work and seek input from the Manager and Director. • Develop expertise of the business environment and industry practices, internal audit professional practices and specific business decisions. • Project sourcing and logistics coordination • Coordinating with fellow colleagues of project deliverables and project tasks assigned • Project Reporting and progress updates to respective Managers or Executives • Other related duties assigned. Qualification Requirements: • English Speaking • Experience writing and/or following Standard Operating Procedures • Excellent communication and interpersonal skills. • Strong Google Suite or Microsoft Office Suite experience • Associates or Bachelor’s degree or an educational degree in business administration, supply chain management, or a related field. • Experience in business administration, supply chain management, or a related field. • Experience with performing Compliance and Regulatory Audits, Risk Management and Mitigation. • Experience with compliance issues in a health insurance environment and think analytically. • Effective verbal, written, and communication skills. • Demonstrated ability to perform analysis and work well within a team. • Proven ability to work independently and exercise sound judgment. • Detail oriented with strong organizational, process improvement, and problem solving skills. • Experience with Audit and Trending Reporting. • Proficient in Word, Excel, and PowerPoint (MS Office). • Has general knowledge in the business sector and how processes work • Previous experience in office administration • Ability to work independently and with others within a fast-paced environment • Ability to multitask responsibilities and projects • Proficiency in general clerical tasks such as filing, documenting, answering phones, etc. • Fluency in Google Workspace or Microsoft Office Suite and project management software. • Ability to analyze and understand technical aspects of a project. • Extremely organized with strong time-management skills • Passionate to learn and explore technology solutions. • Excellent verbal and written communication skills • Demonstrated ability to interact effectively with various levels of management. • Proficient in Word, Excel, and PowerPoint (MS Office) • Demonstrated ability to perform analysis and work well within a team.

Comments: This job opportunity is a part-time or full-time position with employment period beginning on 07/17/2023 to 07/17/2025. Workdays and working hours are to be discussed in a scheduled interview. The employer also offers the THREE-FOURTHS GUARANTEE as required by 20 CFR 665.423 (f) wherein a total number of work hours equal to at least three fourths of the workdays of the total period that begins with the first workday after the arrival of worker at the place of employment of the advertised contractual first date of need, whichever is later, and ends on the expiration date specified in the work contract or in its extensions. TRANSPORTATION AND SUBSISTENCE: If the employee completes 50 percent of the work contract period, the employer will provide, reimburse or advance payment for the worker’s transportation and subsistence from the place of recruitment to the place of work. Upon completion of the work contract or where the worker is dismissed earlier, the employer will provide or pay for the worker’s reasonable costs of return transportation and subsistence back home or to the place the worker originally departed to work, except where the worker will not return due to the subsequent employment with another employer or where the employment has appropriately reported a worker’s voluntary abandonment of employment.
