The Administrative Hearing Office is the administrative tribunal for the CNMI Department of Labor. This Office is responsible for managing, hearing, and adjudicating labor and wage disputes, prohibited employment actions, and regulatory compliance issues within its jurisdiction. Additionally, this Office has been designated to hear appeals for federal unemployment assistance programs, like Pandemic Unemployment Assistance Appeals.
It is the Administrative Hearing Office’s mission to provide a fair and accessible forum to effectively resolve labor and employment related disputes in accordance with the applicable law. Our values and guiding principles are:

Our team consists of:
- Chief Administrative Hearing Officer Jacqueline A. Nicolas;
- Pro Tem Administrative Hearing Officer Catherine J. Cachero;
- PUA Deputy Clerk Rochelle Tomokane; and
- PUA Clerk Jody Ogo
The assigned administrative hearing officer is responsible for reviewing your case, conducting hearings, and issuing written decisions based on the applicable law and evidence presented. The staff is responsible for processing filings, scheduling hearings, and ensuring orderly and complete maintenance of records.
In light of professional and ethical limitations, this office cannot:
- Offer legal advice
- Investigate tips or entertain unofficial complaints
- Engage in ex parte communications
