Job Title: Billing Operations and Controls Specialist
Job Duties: The Billing Operations & Controls Specialist, under the guidance and general supervision of the Billing Operations & Controls Manager, is responsible for developing or designing activities and reports related to extracting and aggregating data, automating billing audit processes, and loading and updating of data to the billing system. The position will work on assisting in analyzing, providing solutions and support on any new technology or upgrades related to Call Detail Records (CDRs) processing. Additionally, this position will perform necessary daily and pre-billing quality assurance tasks, through billing reports analysis, to assist the Billing Group in ensuring accuracy in billing. The Employee will: 1. Know and uphold established IT&E Mission, policies and procedures, Department and Division objectives, quality assurance and safety programs and standards. 2. Assist in analyzing, designing, providing solution and support on any new technology or any switch upgrades or changes in CDR formats in order to bill usages or CDRs into the billing system. Conduct comprehensive tests and generate reports to support the implementation of any new technology. 3. Monitor, investigate and correct rejected/unbillable/unguidable CDRs in order for them to be processed and billed on time for the bill cycle run. 4. Troubleshooting and investigation of CDRs and billing charges for Customer Service Department disputes. 5. Assist in checking for high usages on roaming, top-ups, load, data, and long distance on countries with high fraudulent rate. 6. Assist in maintaining the billing system, review product functionalities in coordination with product development team and assist in the implementation of new systems and product launches. 7. Help perform billing audit and analysis throughout the month, but especially after the initial pre-billing activity and draft billing cycle to capture any duplicate in charges, missing charges, input errors and the like. 8. Ensure that all billing-related jobs are done accurately to ensure proper customer billing by checking all aspects of the billing cycle and making sure all new and existing SKUs or promotions/discounts are in place and set up and working properly prior to running the cycle. 9. Respond to and/or refer customer billing problems to Customer Service and assist by developing error queries and generate reports for Customer Service to use in correcting problems. 10. Respond to online trouble ticket requests and provide corrective action recommendations. 11. Perform manual or bulk updates (addition, deletion, change) of products, features, or SKUs that are necessary for the accuracy of the billing cycle run. 12. Develop or design SQL (PL/SQL or MS Access) queries to aggregate data that are needed regularly, collected from various source systems to support specific needs of the business operations. 13. Generate standard or custom reports that will automate audit procedures and prevent any fraud or revenue leakage in the billing system. 14. Perform Switch compare on the different service types such as DSL, Dedicated Internet Access, private lines, etc. against the billing system in a monthly or quarterly basis and resolve discrepancies through corrections in the billing system or in the network elements by coordinating with other departments. Keep records of the statistics for reporting to management. 15. Generate and provide weekly / monthly corrections details and log for Customer Service/Operations Department and facilitate the completeness of the corrections before each bill cycle run. 16. Make recommendations for process improvement and quality control to all departments. 17. Perform other related duties or tasks, as assigned, or required.
