| Job Duties: | Project contract administration and Management services, budget analysis, funding sources findings and grant writing will be the procured via independent contract. Program Management consultant for 702 CIP is expected to work relatively independently under general supervision and coordinate with the department head, executive branch. Consulting services will be responsible for coordination and management administration construction management contracts and construction contracts for new facilities and renovation of existing facilities. Project assigned will not limited to the capital improvement projects funded under section 702 of covenant. grant writing will be also assign for ARRA grants, EDA grants, CDBG grant, EPA grants, CDC grants, and FEMA grants.Conduct meeting with executive branches Prepared all technical documents such as project budget right of way, project plans specification, construction schedule, drawdown schedule ans o&M Impact statement. * Coordinate and direct projects, making detailed plans to accomplish goals and directing the integration of technical activities. * Consult or negotiate with clients to prepare project specifications. * Present and explain proposals, reports, and findings to clients. * Direct, review, and approve product design and changes. * Recruit employees, assign, direct, and evaluate their work, and oversee the development and maintenance of staff competence. * Perform administrative functions such as reviewing and writing reports, approving expenditures, enforcing rules, and making decisions about the purchase of materials or services. * Prepare budgets, bids, and contracts, and direct the negotiation of research contracts. * Analyze technology, resource needs, and market demand, to plan and assess the feasibility of projects. * Confer with management, production, and marketing staff to discuss project specifications and procedures. * Review and recommend or approve contracts and cost estimates. |

| Qualification Requirements: | ER Preference: Bachelor Degree from any college or university and 4 years of work related experience. Preferably, Grant Writing experienced. In addition, other management level experience. O-Net: Title Job Zone Five: Extensive Preparation Needed Overall Experience Extensive skill, knowledge, and experience are needed for these occupations.
