Job Duties: Job Description Sr. Administrator (Analyst)-Systems Call Control Salary Level 6 Basic Purpose: Responsible for telecommunications systems and networking systems. Experienced individual contributor is responsible for maintaining, operating, controlling and implementing the Call Control System to ensure service delivery objectives are met with regard to prepaid calling cards, prepaid mobile system, prepaid and postpaid text messaging, short message service (SMS), multimedia message service (MMS) and prepaid internet. Provides technical support to workers in information processing departments. Evaluates workload and capacity of computer system to determine feasibility of expanding or enhancing computer operations. Enters commands into computer to place programs in production status. Writes project reports and documentation for new or modified software and hardware. Principal Accountabilities: Evaluates system usage and functions to ensure delivery will not be negatively impacted and user service requirements are satisfied. Supports operations by analyzing problems and determining corrective actions for assigned systems and ensuring system provides users with timely, high quality, cost effective results. Acts as crisis management support during problems of complex customer or system issues. Provides feedback on system usage and output. Undertakes preventive maintenance procedures to insure the smooth operation of the system. Maintains all databases associated with the prepaid, postpaid calling cards and mobile systems. Provides on-call technical support to the user community on LAN/WAN-based applications. Provides office systems/network expertise by maintaining a working knowledge of all current aspects of technology and applications to enable the development of cost-effective solutions. Resolves complex problems and inquiries referred by customer (internal and external) regarding supported software and hardware within acceptable timeframes. Provides backup for Internet system maintenance and support. Provides backup for billing operations, AS/400 system maintenance, and user support. Performs other related duties as assigned.

Qualification Requirements: Education and Experience Requirements: Bachelor’s Degree in Computer Science (or related field) or equivalent experience. TWO or more years of progressive experience in PC and LAN/WAN based infrastructure and applications. progressive experience in UNIX and Novell Network operating systems. Or any equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities. Knowledge, Skills and Abilities Requirements: Working knowledge of data administration and database application program, e.g. FoxPro and networking concepts. Working knowledge of Call control platform and Prepaid Mobile, SMS and MMS environment. Working knowledge on C programming. Working knowledge on Sun MicroSystems and Unix Operating Systems. Ability to troubleshoot systems problems. Troubleshoot difficult hardware and software problems. Meet project deadlines. Ability to establish and maintain effective working relationships with all levels of staff. Due to the nature of the telecommunications business, employee must be on call after work hours and weekends. This position services both Guam and the CNMI IT&E offices, and requires a moderate amount of traveling to and from Guam.
