| Job Duties: | Title: Regional Controller Salary Level: 9 Office: Finance & Accounting Organizational Relationships: Reports to: Executive Vice President Responsible for: All Staff and Functions of the Accounting Office in Guam and CNMI Job Sununary: The Regional Controller is responsible for overseeing the CNMI and Guam staff and operational functions of the Accounting Offices in planning, organizing, and controlling all financial operations of the Corporation, to include strategic financial planning, annual budgeting, accounts payable, payroll, customer accounting, cost accounting, continuing property records, capital investments, inventory, accounts receivable, miscellaneous billing, and general ledger; ensuring timely financial reporting to if &E’s Board of Directors, the CoBank, bond rating agencies and the Federal Communications Commission. Duties and Responsibilities: The Employee will: 1. Know and uphold the established if &E Mission, policies and procedures, relevant provisions of the union agreement, Corporate and Department objectives, quality assurance and safety programs and standards. 2. Participate as a member of the management team in the development of the IT&E business strategy and other short and long-term corporate plans, providing input and expertise relevant to fmancial management and strategic planning issues. 3. Develop, in conjunction with the division supervisors, goals and objectives for the Department in line with the if &E Mission and business strategy. 4. Provide guidance and oversight to division supervisors to assist them in ensuring efficient and successful departmental operations through the development of performance measures, establishment of goals and objectives, setting priorities and obtaining and giving feedback. 5. Develop the annual budget for the Accounting Department, based upon input from the division supervisors. Reconcile monthly actual expenditures against the budget. 6. Direct and assist department heads in the formulation of their annual budget input and oversee the preparation of the corporate annual budget. 1 7. Manage financial planning to support the percentage of growth and return on equity, as established by the IT&E Board of Directors, through preparation of strategic pians, budgets, financial projections, periodic comparisons of actual performance against budget and participation in commercial policy decisions as to pricing, terms of sale, credit and collection. 8. Control the financial operations of the basic local network, international toll and private line, prepaid telephone service, cellular, video (planned) and telecommunications sales and service (TSS) by establishing and maintaining accounting systems and procedures which ensure the integrity of financial information, capital tracking, and expense containment. 9. Prepare financial reports for the IT&E Board of Directors, CoBank, rating agencies and federal and local tax authorities. 10. Negotiate IT &E infrastructure support in the financial community (bankers, auditors, local government finance officials), assist in the development and presentation of rate case information to the Commonwealth Telecommunications Commission, and assist in presentations and testimony to local government officials and the local legislature. 11. Manage international toll settlements through settlement reporting and reconciliation with foreign correspondents using SDR’s (Special Drawing Rights), Gold Francs, and U.S. Dollars as settlement currencies. 12. Prepare fmancial analyses of product management data, marketing effectiveness, international toll simulation, and business segments with recommendations for improvement of profitability. 13. Manage a fully functional accounting department consisting of accounts payable, payroll, customer accounting, cost accounting, continuing property records, capital investments, inventory, account receivable, miscellaneous billing, and general ledger 14. Review work assignments, work reports, and other performance metrics, with division supervisors. 15. Remain professionally current on job-specific procedures through training courses, seminars, conferences, professional memberships, and the review of technical research papers and reports, data trends, and professional journals. 16. Coordinate with the Office of Human Resource Management to develop and implement in- service and cross-training, and other programs and strategies to improve accounting and managerial skill levels, enhance individual employee advancement potential, productivity, safety, and quality within the Department. 17. Member of due diligence team for any company acquisitions. 18. Serve as project manager on special projects, as assigned by the Executive Vice President. 19. Approve Purchase Requisitions for materials and equipment needed by the department. 20. Perform other related duties or tasks as assigned or required. |

Use of personal computer hardware and Microsoft software programs to include MS Excel, Access, MS Outlook and Word 3. Ability to: a. Communicate clearly, concisely and accurately with all levels of staff and customers, both verbally and in writing b. Supervise and motivate professional-level staff c. Identify needed internal management and accounting controls and design and implement said controls d. Learn, maintain and advance usage skills in the job-specific aspects of various computer hardware and software e. Make logical and sound decisions in the resolution of difficult and complex situations f. Create a team environment and maintain employee morale 3 g.
