| Job Duties: | Job Vacancy Announcement Job Vacancy No. 11-048 Opening Date: Wednesday 8/10/11 Closing Date: Until Filled Contracting Officer DUTIES: Under the direct supervision of the Chief Financial Officer OR his/her designee, the incumbent’s duties and responsibilities are as follows. Organizes and leads teams for small to large and complex procurements, including determining the proper procurement format; digesting technical requirements to assemble IFB or RFP solicitations; and drafting contracts. Reviews and prepares a wide variety of technical documents and reports such as construction schedules, impact statements, budgets, disputed accounts, project reports and monthly status reports for contracts. Collects and monitors a wide variety of data to be used in monitoring and reporting. Performs research and conducts studies related to departmental operations to include collecting and gathering data, analyzing data and making recommendations. Serves as a liaison between assigned department and other departments and organizations. Performs special projects related to departmental operations. Gathers and organizes responses and documents for bid protests and appeals. Participates in developing and implementing policies and procedures related to procurement processes and departmental operations. Performs other duties of a similar nature or level. |

| Qualification Requirements: | MINIMUM QUALIFICATIONS: Bachelor’s Degree in Business Administration, Public Administration, or a related field and four years of related experience or one year of contracting experience for a federal agency with any qualification below level three warranted contracting officer “OR” Law Degree and two years of related experience or contracting experience for a federal agency as a level three warranted contracting officer. Knowledge of: Applicable laws, rules and regulations, including the FAR and CNMI/CUC Procurement Regulations; Contract administration principles; Basic budgetary principles; Research methods. Skill in: Analyzing data; Conducting studies; Conducting research; Preparing technical reports; Preparing presentations; Drafting policies and procedures; Using computers and related software applications; Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction. Licensing or Certification Required: None required, but a license of a state bar and/or certificate as a federal contracting warranted officer is preferred. SUBJECT TO PRE-EMPLOYMENT DRUG SCREENING. LOCATION: Saipan, Northern Mariana Islands, USA POSITION: One SALARY: $47,939 to $67,115 per annum; Un-graded; Un-classified. Plus relocation costs if hired from outside the Northern Mariana Islands that may be negotiated. CONTRACT: Two-year.
