Job Duties: JOB VACANCY ANNOUNCEMENT Opening Date: Wednesday, October 26, 2011 Closing Date: Wednesday, November 2, 2011 JVA No. 11-058 Stipulated Order II Project Coordinator DUTIES - COMMONWEALTH UTILITIES COPORATION (CUC) is a government entity that provides power, water and wastewater service on Saipan and power and water services on Tinian and Rota in the NMI. This position is under the supervision of the Technical Manager for Oil (TMO) or his/her designee. Position shall be primarily responsible for oversight of projects and compliance activities including oil management in support of the Stipulated Order (SO) of the United States of America vs. the Commonwealth Utilities Corporation and the Commonwealth of the Northern Marian Islands. The “Project Coordinator (PC) ” shall assist the TMO for overseeing, all oil spill prevention , preparedness and response operations and compliance activities and deliverables, on a daily basis as required by stipulated order. The PC shall also function as the Acting TMO during the absence or non-availability of EPA and will be the person responsible for maintaining regular contact with EPA staff regarding section 311 CWA compliance issues, including representation in the US Federal court and other regulatory agencies. In the absence of the TMO, PC will have authority to make decisions for the management and operations of oil related items required by stipulated order. LOCATION: Saipan , Northern Mariana Islands, USA. SALARY: Pursuant to qualifications $50,000.00 to $74,989.00 per annum; Un-classified; Un-graded. POSITIONS: One. CONTRACT: Two-year

Qualification Requirements: MINIMUM REQUIREMENTS: Completion of four (4)years of college or its equivalent with major work in engineering , with the following : • 10 years in project administration and management, including overseeing work of contractors and company staff in an executive management position with proven management and communication skills. • Environmental compliance, with a min of three (3) years of experience with oil spill, prevention, preparedness and response, environmental assessment related to power plant operations and extensive knowledge of DEQ and EPA regulations. • 5 years experience in preparing bid or request for quotations and proposals. • 5 years experience in contract negotiation and preparation. Desirable: • Prior experience of staff training and development. • Master’s degree in engineering and registration as professional engineer pursuant to the National Council of Engineering Examiners standards in civil, mechanical or chemical engineering. • Certification in API tank inspection.
