Job Duties: *INTERESTED APPLICANTS MUST SUBMIT AN INQUIRY THROUGH HERE, CNMI DEPT OF LABOR WEBSITE* Represent company in negotiating contracts and formulating policies with suppliers. Direct and coordinate activities of personnel engaged in buying, selling, and distributing materials, equipment, machinery, and supplies. Interview and hire staff, and oversee staff training. Locate vendors of materials, equipment or supplies, and interview them to determine product availability and terms of sales. Prepare and process requisitions and purchase orders for supplies and equipment. Develop and implement purchasing and contract management instructions, policies, and procedures. Maintain records of goods ordered and received. Participate in the development of specifications for equipment, products or substitute materials. Analyze market and delivery systems to assess present and future material availability. Resolve vendor or contractor grievances, and claims against suppliers. A Purchasing Manager’s is involved in coordinating, supervising, or training others. Does other duties as assigned from time to time.

Qualification Requirements: Four-year bachelor’s degree, preferably a minimum of five years of work-related experience is required. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications. Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. The ability to arrange things or actions in a certain order or pattern according to a specific rule or set of rules (e.g., patterns of numbers, letters, words, pictures, mathematical operations). Employees in these occupations usually need several years of work-related experience, on-the-job training, and/or vocational training.
