| Job Duties: | The Construction Manager (CM) will report to the Program Manager (PM) and have a strong background in general contracting and/or construction management, ideally in school-related repair and maintenance projects. The ideal candidate will be capable of developing scopes of work and budgets for routine R&M activities (painting, plumbing, electrical, masonry, carpentry, etc.), provide or facilitate on the job training for routine or specialized construction techniques and procedures (e.g., job site safety, forming and pouring concrete, structural column repair, etc.), observe/monitor numerous ongoing construction projects, maintain accurate records on the EAMS and use it to manage and forecast work load, and keep the PM informed on day to day projects status. The job description includes ensuring that the EAMS work orders and individual project status (e.g., planning, procurement, underway, complete) is kept updated on a daily basis, with support from the EAMS coordinator. From time to time, it is expected that the CM will serve as the Deputy PM as directed by the PM and/or the HHF Principal in Charge, so situational awareness of the overall DMRP is required. In overseeing scores of simultaneous DM reduction projects, the CM will ensure that project scopes and budgets are followed in a timely manner and that all work is carried out in accordance with standard local construction practices. Deviations and exceptions will be reported immediately to the PM and HHF Principal in Charge. The CM will use, and assist in the wider implementation of, the soon to be deployed Enterprise Asset Management System (EAMS) to open, track, and close the DM reduction projects and produce summary reports as needed. |

| Qualification Requirements: | • Knowledge of and relevant work experience in the CNMI • Proficiency in developing scopes of work, drawings, and specifications for contracted work and construction projects, as well as preparing and vetting cost estimates • Technical knowledge and human relations skill to effectively administer a complex deferred maintenance reduction program • Extensive background in construction, standard building practices and physical plant management, including construction oversight, inspection, and facility maintenance programs • General knowledge of electrical, mechanical and plumbing systems to be able to direct licensed personnel in their specialties • Ability to read and interpret plans and specifications, to coordinate and monitor construction maintenance and repair projects, and formulate budgets • Ability to function effectively in emergency situations and in an environment of constantly changing priorities |
