| Job Title: | Technical Specialist Trainee |
| Job Duties: | Job Summary: The Trainee - Technical Specialist, Rota or Tinian, will be trained in accomplishing the technical and maintenance operations for IT&E on the assigned island. These tasks consist of the installation and maintenance of residential and small business lines, cable and pedestal maintenance, and maintenance on the DSM-100 switch. The position requires occasional working at heights. The Trainee will learn to monitor cost and how to achieve quality objectives and meet customer expectations. Essential Duties and Responsibilities: The Employee will be trained to: 1. Perform technical and maintenance services to accomplish Service Orders and Trouble Tickets received from the Plant Service Center and input completions into the Mind staging program. 2. Accomplish the following tasks in the assigned service area: a. Service installation and repair of multi- and single-line and DSL connections in response to assigned Service Orders and Trouble Tickets b. Location of buried cables upon request to prevent damage c. Cable maintenance, repair, upgrades and restoration d. Outside plant facility maintenance e. Determination of service availability in response to departmental requests f. Assignment of new cable pairs and recording assignments in the installation data base g. Climb cell towers to replace bulbs and perform transmission line inspections and testing. 3. Prepare or assist in the preparation of cost estimates for contractor work on Outside Plant facilities or business system projects. 4. Coordinate with, and monitor the performance of, IT&E-authorized contractors hired to perform Outside Plant facility construction or work on business system projects. . 5. Ensure that all work is performed in an efficient and timely manner, meets IT&E and industry quality assurance standards, and satisfies customer expectations. 6. Develop and implement a service area preventive maintenance program for all Outside Plant facilities and division equipment. 7. Maintain daily work assignment log, daily work reports, damage reports, and other reports, as required. 8. Attend and participate in training activities, as assigned 9. Prepare Purchase Requisitions for materials and equipment needed by the service area. 10. Monitor\ and perform maintenance on wire-line broadband (ADSL), wireless base station (WCDMA, CDMA and GSM) and on intra-Island fiber and microwave transmission under the direction of higher level support. 11. When needed, provide support to the General Services department, such as, assisting and/or escorting contractors with the re-fueling of generators, and assisting in the warehouse inventory year-end count on the trainee’s respective island. 12. Perform other related duties or tasks as assigned or required. |

| Qualification Requirements: | Minimum Qualification Requirements: Education: High School diploma and one year of formal training/education in telecommunications, electronics, computers or other related technical area, or an additional one year of related experience. Work Experience: Three years experience in telephone systems installation and repair and Outside Plant operations, to include cable (copper and fiber optic) splicing and repair Licensure/Certification/Professional Association: • Certification for Fiber Optic Cable installation or vendor certification for business systems installation and maintenance are desirable, but not required at time of hire • Certification for Climber Safety Training (for climbing telecommunication towers and structures) from a recognized professional certification authority desired |
