Job Title: Purchasing Manager
Job Duties: Financial Ensure that company expenses are minimized through the use of effective purchasing and by obtaining the most competitive prices for goods and services. To achieve this continuous market surveys, obtaining competitive quotations and aggressively negotiating in order to reap the maximum price benefits of purchasing power. Set an annual operating budget for the Purchasing Department which will form part of the Business Plan. To ensure that the department adheres to this budget throughout the year. To monitor all costs in the Purchasing Department and initiate and maintain measures to control these. Establish and enforce internal control policy and procedures throughout the department for various purchases. Operational Obtain and coordinate all product and purchase specifications from various departments and maintain files of these by purchase list. Ensure all departments in the company receives goods and services as required and to the standards they have specified at the best possible price. Assist in hiring & training for staff in purchasing department. Responsible for the creation and maintenance of certain computer data, namely: standard requisition titles, purchase lists and purchase orders, unit of measure, and inventory levels for all items held in inventory. Conduct interviews with suppliers, representatives and to obtain information, specifications and quotations on any item/service required. Handles all correspondence, negotiation and procurement to the best advantage of the company. Select reliable regular suppliers for all inventory items and to obtain weekly or bi-weekly price lists for daily produce and other food and beverage suppliers. Place all orders for non-inventory items once the purchase request has been approved by the management. Place all orders for inventory items based upon established and audited par stocks and inventory levels. Ensure that the Departmental Operations Manuals for the Purchasing Department are prepared, updated, used and followed at all times. Operate and use the computer in accordance with the Computer User’s Manual. Represent company in negotiating contracts and formulating policies with suppliers. Direct and coordinate activities of personnel engaged in buying, selling and distributing materials, equipment, machinery, and supplies.1 Analyze market and delivery systems to assess present and future material availability. Resolve vendor or contractor grievances, and claims against suppliers. Employee Handling Establish employee profiles and interview checklists and to select Purchasing employees accordingly. Plan and implement effective skills training programs in conjunction with the Training Manager and Departmental Trainers. Assist in the building of an efficient team of employees by taking an active interest in their welfare and safety. Ensure that all employees have a complete understanding of and adhere to the Company’s Employee Rules & Regulations and company policy relating to Fire, Hygiene, Health & Safety. Ensure that all employees report for duty punctually wearing the correct name badge and uniform at all times. Ensure that all employees behave in a courteous and professional manner at all times towards each other, other departments, suppliers and others. Administration Maintain all company’s records and forms as prescribed by local company management and policies. Maintain a library of catalogues, price lists and reference data and to keep historical records of purchases. Maintain complete vendor files with copies of all purchase orders and purchase requests, and relevant correspondence. General Carry out any other reasonable duties and responsibilities assigned. Respond to changes in the Purchasing function as dictated by the industry, company or group. Abide by all company policies of Best Sunshine International Limited.

Qualification Requirements: Education: Bachelor’s degree in Supply chain management, logistics or business administration or equivalent work experience. Degree in Materials Management/Procurement preferred. Work Experience: Minimum of three (3) to five (5) years of actual purchase experience in the hospitality industry with three (3) years at a supervisory level. Project opening experience is a plus. Knowledge, Skills and Abilities: Good interpersonal and Communication skills. Requires the ability to read, write, and speak the English language Ability to identify and resolve problems in a timely manner; develops alternative solutions and uses reason even when dealing with emotional topics Ability to maintain a high level of professionalism; treats others with respect and consideration regardless of their status or position Knowledge of and ability to appropriately interpret and follow policies and procedures Knowledge of and ability to adhere to safety and security procedures; reports potentially unsafe conditions; uses equipment and materials properly Ability to present and express ideas and information clearly and concisely in a manner appropriate to audience, whether oral or written Ability to meet the demands of the work schedule, to be at work and on time. May occasionally require the ability to work outside of regularly scheduled hours. Schedules may vary based on business need Must be able to work independently or with a team Proficient computer skills including e-mail, word processing (Microsoft Word), spreadsheet (Microsoft Excel), database, PowerPoint, presentation and organizational/project planning software applications and Interaction Good network with suppliers of all walks. Ample product knowledge gained in hospitality industry. Technical know-how on new product resources. Very strong sense of integrity (MUST) Clean background. Strong leadership. Hand-on team player. Role model. Ability to work under pressure and within a tight schedule. Good trainer and mentor. Willingness for change. Language Skills: Ability to read, analyze, and interpret documents, such as policy procedure manuals, and other related documents. Able to communicate effectively in English (Written/Spoken). Ability to communicate in Mandarin or Cantonese is an advantage.
