Job Title: Director of Learning & Development
Job Duties: Assist the Vice President of Learning & Development in the smooth and efficient running of the Learning & Development Department, ensuring all policies and procedures outlined in the Department Operations Manual are strictly adhered to. Be Responsible for overseeing the activities of the Learning & Development Department. Develop Learning & Development Policies and Training Manual to reflect operational needs Respond to changes in the Learning & Development function as indicated by the industry and company Design, implement and evaluate training and development programs as identified by Training Need Analysis. Implement the company’s training program. Ensure an ongoing process exists which continuously enhances the knowledge and capability of supervisors to effectively lead the organization toward achievement of corporate objectives and strategic initiatives. Provide coaching and support to key leaders in the creation of robust development plans that meet succession and development needs Maintain close contact with local schools, colleges and universities. Ensure the maximum utilization of Departmental Trainers in each department. Lead the Training Council Meeting Manage an up-to-date Training Resources Center fully equipped with training documentation, training aids and facilities. Review the progress of gaming training plan and make recommendations where necessary. Roll out and maintain an up-to-date computerized Training Record System using company HRIS Oversee administration of HRIS for managing Learning & Development data. Prepare budgetary recommendations that meet departmental goals and provide for effective management of resources Ensure all Departmental reports and correspondences are completed punctually and accurately. Responsible for the recruitment, selection and employment of middle management and operative employee in conjunction with the Heads of Learning & Development Department. Ensure that all documentation relating to successful and unsuccessful candidates are timely and properly processed. Exploit the local labor market and in organizing Career Talk. Counsel employee in career prospects, personal issues, job-related issues, etc. Carry out other duties and responsibilities as assigned

Qualification Requirements: Education: Bachelor’s Degree in Human Resources or relevant discipline or equivalent. Work Experience: A minimum of 6 years of experience in HR, especially Learning & Development area. Knowledge, Skills and Abilities: Good interpersonal and Communication skills. Ability to identify and resolve problems in a timely manner; develops alternative solutions and uses reason even when dealing with emotional topics Ability to maintain a high level of professionalism; treats others with respect and consideration regardless of their status or position Knowledge of and ability to appropriately interpret and follow policies and procedures Knowledge of and ability to adhere to safety and security procedures; reports potentially unsafe conditions; uses equipment and materials properly Ability to present and express ideas and information clearly and concisely in a manner appropriate to audience, whether oral or written Ability to meet the demands of the work schedule, to be at work and on time. May occasionally require the ability to work outside of regularly scheduled hours. Schedules may vary based on business need Must be able to work independently or with a team Proficient computer skills including e-mail, word processing (Microsoft Word), spreadsheet (Microsoft Excel), database, PowerPoint, presentation. Management Skills: Experience in managing aspects of Learning & Development functions Training System: Experienced and knowledgeable in training system such as SAP that can efficiently manage training records  Performance Management: In depth knowledge of performance management system to cultivate a performance based environment within the company. Language Skills: Ability to read, analyze, and interpret documents, such as policy procedure manuals, and other related documents. Able to communicate effectively in English (Written/Spoken). Fluency in Cantonese and Putonghua will be an advantage.
