Job Title: Utility Coordinator: Assistant Petroleum Compliance Manager
Job Duties: The Utility Coordinator: Assistant Petroleum Compliance Manager ("AM") shall work under the supervision of the Petroleum Compliance Manager (also known as the Technical Manager for Oil) or his/her designee. Position shall be primarily responsible for oversight of projects and compliance activities including, but not limited to, oil management in support of the Stipulated Order (SO) of the United States of America vs. the Commonwealth Utilities Corporation and the Commonwealth of the Northern Mariana Islands. The AM shall assist the Petroleum and Compliance Manager in overseeing all oil spill prevention, preparedness and response operations, compliance activities and project deliverables on a daily basis, as required by stipulated order. The AM shall also function as the Acting Petroleum and Compliance Manager during the absence or non-availability of the Petroleum and Compliance Manager and will be the person responsible for maintaining regular contact with EPA staff regarding section 311 Clean Water Act compliance, including representation in the US Federal court and before other regulatory agencies. The Petroleum and Compliance Manager may delegate authority to the AM during their absence including authority to make decisions for the management and operations of oil related items required by stipulated order. These examples of duties are not exhaustive, and the incumbent may be required to undertake other duties of similar level and responsibility. Additional projects for power generation infrastructure development may be requested of AM directly, by Executive Director.

Qualification Requirements: A Bachelor's degree in Engineering or other natural science as Chemistry, Biology or Environmental Studies. 10 years of project administration and management, including overseeing work of contractors and company staff in an executive management position with proven management and communication skills. A minimum of three (3) years in oil spill, prevention, preparedness, and response. Work in environmental assessment as related to power plant operations and extensive knowledge of BECQ and EPA regulations. 5 years of experience in preparing bid documents or request for quotations and proposals. 5 years of experience in contract negotiation and preparation. Knowledge of: Applicable Federal, Commonwealth and local laws, codes, regulations and/or ordinances; Supervisory principles, practices and techniques (based on assignment); Project management principles; Contract management principles; Procurement practices; Engineering principles related to utilities and power generation; Safe work practices and procedures; Customer service principles; Environmental compliance principles; Modern office technology. Skill in: Interpreting and applying applicable laws, codes, regulations and standards; Supervising, monitoring, training and evaluating staff (based on assignment); Prioritizing and assigning work activities and projects (based on assignment); Reviewing and evaluating contract work, plans and specifications; Monitoring contractual compliance related to budget, schedules, and quality; Evaluating contract proposals and providing award recommendations; Serving as liaison with management and regulatory agencies; Identifying issues and presenting recommendations; Preparing scope of work documentation for proposal requests; Preparing status and progress reports; Providing required data and updates for regulatory purposes; Utilizing a computer and relevant software applications; Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and others to sufficiently exchange or convey information and to receive work direction.
