Job Duties: | • Develop, implement, review and decision making of overall department strategies planning, SOP, policies & procedures, long and short term goal, business planning, department performance review, staff development, improvement program implementation, and other analysis reports in adherence to Company business objective, goal, mission and vision. • Review and manage department yearly, quarterly and monthly financial statements, budget planning, operating cost, FTE headcounts and other related reports. • Ensure human resources policies and employee handbook keep abreast of the labour regulations. • Ensure internal human resources practices are in compliance and consistent with Company policies. • Leads Company compliance with all existing governmental and labour regulations requirements; and maintain minimal Company exposure to labour lawsuits. • Protect the Company and employees interests in accordance with Company human resources policies and governmental and labour regulations. • Review and advice human resources strategies planning according to business needs, workforce planning, compensation and salary analysis, organization development, talent acquisition, employee retention, employee succession plan, and change management to the Company, management, department and business units. • Lead, manage and responsible to the day-to-day human resources department operations and service counter. • Develop, implement and decision making of human resources strategies by establishing department accountabilities and key functions, including Recruitment & Onboarding, Expat & Visa Services, Compensation & Benefits, Employee Relations & Services, Administration and Learning & Development. • Review and assist department for FTE budget and headcount review, planning and analysis from time to time and apply recommendations according to business needs. • Plan, develop and execute local & global workforce planning, hiring strategies, alternate labour resources, offer management, work visa process and onboarding process according to the Company policies and business needs. • Develop and establish an employee-oriented company culture that emphasizes quality, continuous improvement and high performance to Company objectives and business needs. • Evaluate regularly the efficiency of human resources strategies planning and policies & procedures • Establish and maintain good relationships with local labour authorities. • Interact effectively with all levels of the organization to coordinate and oversee all of the employee related and office administration activities. • Liaise and negotiate with external parties related in providing human resources consulting and outsourcing services. • Manage personnel functions such as recruiting, selection, training, coaching, and employee performance evaluation. • Drive and lead HR&A special projects as required. • Perform and complete ad-hoc assignments and projects of the Company and management on timely manner. |

Qualification Requirements: | • Must possesses Bachelor’s Degree in human resources, hospitality, management or related discipline. MBA is highly recognized. • 10 years working experience and 7 years in managerial and supervisory level. • Proven track record at least 5 years working experience from casino hotel resort industry. • Good knowledge of casino hotel resort operations and departmental functions. • Proven track record in key employee and management hiring level, executive search skills, replacement of management employee, and offer negotiation. • Proven track record in participated in human resources pre-opening management team from casino hotel resort. Preferable sizeable resort more than 5,000 full time employees. • Well-versed in human resources pre-opening strategies planning including project execution, developing policies and procedures, FTE budget and headcount, and other administration process. • Well-versed with labour regulations. • Demonstrated ability to interact effectively with management and employee. • Demonstrated ability to recruit, coaching, leads and develop human resources staff members. • Human resources working experience exposure in local & global workforce planning, talent acquisition, proficiency in labour regulations, employee relations, compensation & benefits, trainings, work visa processing and daily human resources operations and functions are essential. • Excellent interpersonal, coaching and leadership skills are highly required. • Excellent analytical skills and strong business acumen. • Effective in projects execution and problem solving skills. • Fluent in both spoken and written English. Ability to communicate in other languages preferred. • Proficient in computer applications and skills in Microsoft Office applications. |
