Job Title: Managing Engineer for Power Generation
Job Duties: salary is negotiable. Under the supervision of the Executive Director or his/her designee to manage the $ 80+ mil. operation on Saipan. Oversees the work of power plant supervisors and staff to align operations with corporate goals and objectives, improve operations, maximize productivity, aligns efficiency and assure power plant reliability. Assures that the production of electricity is continuous to assure quality and timely service to customers. Oversees the planning, engineering design and construction of generation additions and upgrades, including multi-million dollar projects to ensure adherence with applicable specifications and standards of the Commonwealth and Federal governments. Initiates, reviews, revises and approves policies and procedures for the sections within Power Generation. Directs and reviews the preparation of O&M (Operations and Maintenance) and capital budgets. Oversees the proper administration of the budgets. Enforces the provisions of the CUC Human Resource policies, directs and oversees the employee relation issues and staffing needs for the sections in Power Generation, including skill development and training. Directs and authorizes hiring, firing or promotion of employees, as required by the generation needs, within the corporate policy. Reviews all records, reports and contracts for load changes, efficient generation, reliability and marketing of power as required by the corporation’s policy. Oversees and directs the procurement, ensures efficient usage and regulation of fuels, parts and consumables and in coordination with the central procurement, as applicable. Oversees and directs power generation and maintenance and planning operations. Oversees all inter-utility relations and power sale or purchase contracts, when assigned. Provides direction on the research and development efforts of the division and as required by the corporate policy The incumbent is also required to supervise projects related to environmental impacts and clean up activities in coordination with the CUC Compliance section.

Qualification Requirements: salary is negotiable. A degreed Mechanical or Electrical Engineer. Additional executive management experience in a similar position overseeing the work of other managers is a MUST for this position. Ten (10) years experience with utility related operations, of which five (5) years must have been in a senior management capacity. Knowledge of U.S. EPA and CNMI DEQ rules, regulations and requirements is essential. Experience in creating work procedures and implementation of quality system and standards. Extensive knowledge of thermal power generation operations, maintenance procedures and practices. Some experience with alternatives energy resources, applicable rules and regulations, will be an added advantage. Proven ability to direct and manage various projects, administer policies and procedures, and prepare comprehensive strategic plans and reports. Effective team building techniques, ability to communicate effectively, both orally and in writing. Ability to establish and maintain good working relationships with officers, managers, supervisors, fellow employees, representatives of the regulatory agencies, outside consultants and the public. Ability to represent the corporations position at inter agency or with federal government agencies meetings and maintain a strong sense of propriety concerning confidential matters.
