Job Title: Regulatory Specialist
Job Duties: Job Summary: The Regulatory Specialist provides comprehensive administrative support to the Company’s General Counsel, General Manager, Regulatory Officers, and Finance & Accounting team members for finance related tasks. Prepares company compliance filings and monitor federal and local laws that pertain to the telecommunications industry. This job requires a high degree of prioritizing, monitoring and following-up with employees responsible for answering report questions to ensure completion of reports. Essential Duties and Responsibilities: 1. Prepare and manage company cell site leases and contracts for Guam and CNMI. Coordinate payments with AP team, trade services with Credit and Collections Analysis Service team, and site activities with General Service and Network. 2. Initiate email to IT&E CALEA authorized employees for law enforcement (LE) requests such as subpoenas, search warrants, pen register, etc. Provide response to LE with information. 3. Renew company financial certifications via SAM.GOV and USAC. Monitor FCC regulatory fees, license renewals with fees, and other sites to ensure Good-Standing with payment. 4. Provide documentation references and support for project and enterprise teams. Fill out FAR and DFAR representation. 5. Monitor company’s handset inventory to ensure Hearing Aid Compatibility Compliance is 66% HAC Compliant. Provide notice to Marketing team regarding HAC website updates. 6. Monitor federal and local laws that may affect the Company’s business and finance practices. Provide information to LT and Management of changes to federal and local laws. 7. Coordinate revisions of finance policies. Assist Finance & Accounting team with creating, documents and recording new finance policies. 8. Prepare PUC and FCC compliance reports for General Counsel and/or Regulatory Officers. Coordinate submissions with PUC to respective offices and FCC filings via FCC website. 9. Monitor LIFELINE rules and regulations. Assist customer service with Lifeline customer application in the National Verifier. Enroll and update NLAD. 10. Provide administrative support to the General Counsel and General Manager for company corporate reports and filings required annually.

Qualification Requirements: Minimum Qualification Requirements: Education: Associate degree from an accredited college or university in business law, finance, accounting, or related field. Work Experience: At least three years of progressive work experience in administrative work environment. Special Knowledge, Skills and Abilities: 1. Knowledge of: a. Performance management and motivation techniques b. Principles and concepts of team building, strategic planning and resource management 2. Skills in: a. Managing human and material resources b. Preparing written reports and statistics c. Analyzing data, reports and facts d. Speaking in front of a group of people 3. Ability to: a. Communicate clearly, concisely and accurately with all levels of staff and customers, both verbally and in writing b. Recognize and handle confidential information in a discreet manner. c. Learn and apply knowledge of policies, procedures, laws and regulations affecting regulatory reports, filings, audits, and other regulatory matters d. Learn, maintain and advance usage skills in the job-specific aspects of various computer hardware and software e. Make logical and sound decisions in the resolution of difficult and complex situations f. Perform in a self-directed, hard-working, creative and forward-thinking manner
