Job Duties: | MacDonald-Bedford LLC is seeking QUALITY ASSURANCE ENGINEERING TECHNICIANS (QAET) for immediate, full-time employment to assist in the execution of a $98M contract with Naval Facilities Engineering Command (NAVFAC) Pacific to provide professional consulting services associated with the design and construction of the $10B of facilities in support of the Guam Defense Policy Review Initiative (DPRI). Though based in Dededo, Guam, the QAET may have work in other Islands within the Marianas Region, in Darwin, Australia and/or in Honolulu, HI. The QAET will participate in a construction contract management team comprised of a task order driven, multi-disciplinary group of government and JV led consultants assigned to individual projects. The projects assigned will vary in type and magnitude including structures and related work such as office and shop buildings, airfield expansions, utility installation, wharf repairs, industrial facilities, etc. Projects may be in the $5M to $400M range. The QAET will be the primary person responsible for on-site QA and safety compliance and may receive assistance from similarly tasked Government or contractor personnel. The QAET consultant shall use initiative, resourcefulness, and sound judgment when providing advice to the Government on quality assurance matters requiring a comprehensive knowledge of construction methods. TASKS/SERVICES. The QAET shall: • Assist with Constructability reviews; provide written review comments and recommendations. • Assist Government personnel by providing technical knowledge of local conditions; review various administrative and technical submittals; provide comments & recommendations. • Assist designers with the development of solutions to complex technical problems. • Identify critical and long lead-time materials and recommend procurement strategies o Attend and prepare meeting minutes for preliminary/preparatory/initial and thereafter weekly Construction Quality Control (CQC) meetings; participate in design charrettes, preconstruction conferences, parenting sessions, preconstruction meetings, staff meetings etc.; prepare minutes. • Provide Quality Assurance (QA): Report on the construction contractor’s quality control program and furnish documentation indicating whether the construction conforms to the contract. • Coordinate team members in executing project scopes, maintaining schedules and adhering to budgets in conformance with the project and customer requirements; facilitate the minimization of project delays. • Monitor compliance with environmental protection requirements and document all findings. • Assist with the technical oversight of multiple construction contracts; monitor and document construction surveying, materials and system testing. • Witness acceptance testing of critical systems as dictated by BMS/NETOPS/BOP; witness/observe Cyber security tasks and documents test results. • Coordinate with Government representatives and appropriate construction contractor personnel before conducting required inspections and meetings such as the NAVFAC Red Zone meeting. • Review Requests for Information (RFIs) and provide submittal review/analysis and comments; review contractor correspondence and recommend an appropriate response. • Assist with preparation of contract modifications, including preparing estimates and reviewing construction contractor’s cost proposals; analyze and action related to Claims and Delays. • Calculate construction costs for changes; assist with the negotiation of equitable adjustments. • Follow NAVFAC Business Management System (BMS), Business Operations Plan (BOP) and associated Naval Engineering Training and Operating Procedures Standards (NETOPS) • Maintain working files, organized by construction contract, of all reports, correspondence, etc. utilizing the electronic Construction Management System (eCMS) • Provide review/analysis and notes/comments/recommendations on Requests for Payment: o Complete, the monthly field pay estimate worksheet for each construction contract o Inspect material stored off-site, where applicable. o Review and ensure as-builts/schedules are updated per specification requirements. • Monitor as-built activities; review contractor submissions of as-built drawings for completeness; comments on the contractor’s GIS database for as-builts, GIS requirements for underground utilities. • Review interim and final DD 1354 documentation and provide the Government with comments DELIVERABLES. Deliverables shall include but not be limited to: • Immediate notification of violations to the Labor Standards Provision or the Workforce Housing and Logistics provisions of the contract. • Project Communication Plan; written agendas and minutes of required meetings • Daily reports of work done each day on each project assigned. • Photographs and a written project summary of any collected data/observations of field investigations. • Complete reports, RFPs and/or SOW documents in a prescribed format, i.e. Reports, PowerPoint briefings, presentations etc. including all applicable attachments and a summary of findings and recommendations for follow-up actions. • Updates on project status, including project issues, costs, and schedule information using applicable eApps, including NAVFAC’s eCMS and any construction contractor provided CMS • Written recommendations on contractor safety plans and activity hazard analyses • A master photo log of construction activities, monthly updated, properly labeled. • Draft Construction Contract Non-Compliance Notices; draft Warranty & Acceptance Letters • Closeout checklists in accordance with the NAVFAC BMS |

Qualification Requirements: | The QAET candidate shall: • Be a U.S. Citizen; be able to travel and possess a passport. • Have a minimum of 10 years CM experience providing the deliverables as noted with at least one year working on complex Capital Improvements projects for NAVFAC or the Army Corps of Engineers. • Be able to communicate effectively in English both orally and in writing; experience in preparing correspondence and written reports and in briefing management personnel. • Have obtained within the past five years, a Construction Quality Management (CQM) course certificate and a certificate for the 40-hour Construction Safety Hazard Awareness Training for Contractors Course showing proficiency in EM385-1-1 and OSHA safety requirements. • Possess PC computer proficiency with existing NAVFAC software i.e. MS Office, Primavera, CostWorks, Success Estimator, Primavera P6, Schedule Analyzer reports etc. • Have demonstrated knowledge of construction practices and workmanship, ability to interpret construction drawings and specifications, ability to generate material take-offs, experience with Federal building projects design codes (UFGS) and knowledge of current applications and methods of installation. • Be capable of the physical exertion required to perform the necessary services • Be able to complete SF-85-P and obtain a security clearance as required by the task order This is for immediate full-time employment. Our target salary for a fully certified QAET is $77K plus a full benefits package. We offer ten days of paid time off, seven days of sick leave, and federal holidays.
