Job Duties: | Under the task order, the contractor will perform independent of direct Government supervision support services to satisfy the overall operational objectives of the Facilities Engineering and Acquisition Division (FEAD) Director / Officer in Charge of Construction (OICC) and the subordinate Resident Officers in Charge of Construction (ROICC). The primary objective is to provide contractor services and deliverables through the performance of Munitions and Explosives of Concern (MEC) Quality Assurance (QA) Services support. The contractor shall provide all labor, material, and equipment necessary to complete the work described in the paragraphs below. Specifically, the MEC QA Services individual shall be available full time unless revised via task order and shall perform tasks as defined generally below and as particularly set out in a Task Order Statement of Work. The contractor will serve as the technical advisor and SME to the FEAD/ROICC offices and other teams of NAVFAC Marianas, in all aspects of UXO related operations to include (but not be limited to) MEC clearance operations in support of or in addition to the government MEC QA Specialist. Responsibilities will include the execution of the Quality Assurance Program for unexploded ordinance (OXO) related operations in support of NAVFAC, Air Force and other DoD or Federal agencies throughout the Marianas Region (archipelago). The MEC QA technician has no authority to direct the construction contractor(s) in any way regarding methods or procedures and shall not interfere with methods of performance unless life and/or property are endangered. The FEAD/ROICC/OICC or its designated Government representative will be responsible for and will sign all correspondence and specific directives to the contractor(s). TASKS/SERVICES. The MEC QA Services individual shall: • Assist the Government during field operations, administration of contracts, and enforcement of requirements to affect compliance with the Guam Programmatic Explosive Safety Submission (ESS). • Review and provide recommendations for all MEC related submittals from contractors including ESS work plans, QC/QA reports, After Action Reports and other MEC clearance tasks. Recommend acceptance or rejection of MEC submittals, MEC work and investigates significant problems, and initiate timely corrective actions. • Oversee and/or perform surveillance and quality assurance of MEC work to ensure compliance and adequacy of in-place work in accordance with the contract documents. • Support the Contracting Officer and Construction Manager in evaluating proposed changes and modifications related to UXO concerns. • Coordinate/support assigned Construction Manager and Engineering Technician (and Construction Oversight Engineer and Quality Assurance Engineering Technician respectively) in daily administration construction projects. • Conduct UXO/MEC training for Government and Contractor personnel using course content approved by the Government. • Recommend appropriate response actions to Government personnel when MEC is uncovered during clearance operations or during construction. • Audit the MEC response process for compliance with rules and regulations. • Recommend responses to UXO/MEC related Contractor Requests for Information (RFI) both prior to and after contract award. • Attend Pre-Bid conferences and Pre-Construction meetings in support of the Pre-award team and the Post Award Construction Team. • Ensure applicable NAVFAC policies, Joint Region Marianas Explosive Safety Submission (JRM ESS) procedures and directive are followed. • Maintain, organize and store up-to-date information/regulations/requirements related to MEC work. • Review Request for Proposal (RFP) documents to ensure that appropriate Joint Region Marianas ESS requirements are incorporated in the construction documents prior to award. • Conduct UXO training for Government and Contractor personnel. • Monitor Government site team training requirements MEC/UXO and arrange courses needed to meet or exceed minimum requirements. • Develop and recommend adoption/implementation of processes, guidance, reports, etc, related to UXO. • Review and provide recommendations for all MEC related submittals from contractors including ESS work plans, QC/QA reports, After Action Reports that address acceptance or rejection of the submittals, the need for further investigation, significant problems and other MEC clearance requirements. • Attend meetings as liaison on UXO matters with other NAVFAC units, clients, contractors, Naval Ordinance Safety and Security Activity (NOSSA), Department of Defense Explosive Safety Board (DDESB), the US Army Corps of Engineers, Guam Contractors Association (GCA), and others. • Attend pre-bid conferences and pre-construction meetings in support of the pre-award team and the post award construction team. • Ensure applicable NAVFAC policies, Joint Region Marianas Explosive Safety Submission (JRM ESS) procedures and directives are followed and the ROICC/FEAD notified of any issues related to misfeasance. • Review proposed changes and modifications related to UXO/MEC concerns and provide recommendations on implementation to the ROICC/FEAD and verifying follow up actions as necessary. • Coordinating with the Construction Manager (or Contractor construction manager) and Engineering Technician (or Contractor engineering technician) in daily operation of assigned projects to ensure all team members have contact information should MEC emergencies arise or adjustments to site visits become necessary. • Attend all meetings related to MEC/UXO. • Requesting additional MEC/UXO support from the NAVFAC Contracting Officer based upon workload. Monitor site team training needs, recommending and arranging courses needed to meet minimum requirements for MEC knowledge. • Develop, recommend and, follow receipt of Government approval, implementing processes, guidance, reports, etc., related to UXO/MEC requirements for work within the NAVFAC Pacific AOR. • Participate in reviews of technical contract administration, quality assurance procedures to verify conformance to MEC/UXO policies and standards. Notifying the FEAD/ROICC of any discrepancies/concerns/issues. • Participates in Functional Analysis Concept Development (FACD) conferences with designer A/Es, customers, Military entities and other stakeholders, to discuss statements of work and MEC/UXO requirements prior to contract award. DELIVERABLES. Deliverables shall include but are not limited to: • Using initiative, resourcefulness, and sound judgment when providing advice to the Government on quality assurance matters requiring knowledge of construction methods. • Produce meeting minutes of all meetings on UXO matters with other NAVFAC units, clients, contractors, Naval Ordinance Safety and Security Activity (NOSSA), Department of Defense Explosive Safety Board (DDESB), the US Army Corps of Engineers, Guam Contractors Association (GCA), and others. • Drafting meeting minutes for all meetings attended regarding MEC including changes agreed upon, way-aheads, lessons learned and action items. • Documenting surveillance and quality assurance efforts. • Participating in Functional Analysis Concept Development (FACD) conferences with designer A/Es, customers, military activities and other stakeholders, to discuss statements of work and requirements prior to contract award. Producing and distributing meeting minutes to all attending parties as well as the ROICC/FEAD. • Reviewing requests for information (RFIs) prior to and after contract awards and recommending UXO/MEC actions in writing. • Reviewing request for proposal (RFP) documents to ensure that appropriate JRM ESS requirements are incorporated in the contract documents prior to award to minimize costly modifications after award. Making recommendations and review comments in writing. • Participating in reviews of technical contract administration, quality assurance procedures and conformance to MEC/UXO policies and standards. • Preparing all submittals/deliverables using a PC computer using software compatible with existing NAVFAC software (i.e. MS PowerPoint, MS Word, MS Excel, etc.), etc. Submittals/deliverables include but are not limited to project reviews and recommendations, PowerPoint briefings, and presentations. Have the ability to adapt to new software such as eCMS may also be necessary. • Creating UXO/MEC training modules for Government and other authorized personnel. • Providing written recommendations to Government personnel on how to respond when MEC is uncovered during site clearance operations or during construction. Conducting reviews to ensure compliance with agreed upon procedures and providing timely updates to the FEAD/ROICC. PERFORMANCE ASSESSMENT PLAN (PAP) Deliverable #1: Performance Standard of Deliverable #1: All written documentation in the deliverables above Produce professional quality, well edited, and technically accurate project documentation and correspondence in the format accepted by this organization. Work products shall be clear and concise. Diagrams/graphs shall be easy to understand and relevant to the supporting narrative. All text and diagrammatic files shall be editable by the Government. Hard copies and electronic files shall be available for each deliverable. Qualification Requirements: | CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED. • Be capable of the physical exertion required to perform the necessary services such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping and reaching; climbing upon ladders and other physical activity common to the performance of such duties. • Have demonstrated experience in the use and application of Microsoft Office (Word, Excel, Powerpoint, Outlook, etc), etc. Have demonstrated the ability to adapt to new software such as eCMS may also be necessary. • Have the ability to communicate effectively in English both orally and in writing and experience in preparing correspondence, written reports, and in briefing management personnel. Have demonstrated an understanding of QC and QA practices associated with MEC related activities and management and processing MPPEH (Material Potentially Presenting an Explosive Hazard), including the preparation of appropriate documentation. • Be a graduate of an OSHA-compliant (29 CFR 1910.120 (e)(4)) 8-hour Management Supervisor Training course, if supervising other MEC personnel. • Possess an understanding of applicable explosives safety criteria and experience in the various phases of a munitions response to MEC or the conduct of range clearance activities • Be able to obtain security clearance as required by the task order. • Complete the SF-85-P, Questionnaire for Public Trust Positions Each task order shall establish necessary base/building access requirements. • Be able to travel and possess a passport. • Be a United States citizen. The Government may approve the assignment of foreign nationals to select positions on a particular task order. There are two separate sets of qualifications for MEC QA Services individuals. An individual may meet either set of qualifications. PATH #1: This person shall: • Be a graduate of military EOD (Explosive Ordnance Disposal) School of the US, Canada, Great Britain, Germany or Australia. Minimum 1 year of MEC-related experience, a minimum of ½ year of MEC supervisory experience and a minimum total of 8 years of EOD/MEC experience. • Per DDESB TP18, "MEC-related activities include, but may not be limited to: (1) Munitions responses to MEC. (2) Operational range clearance-related activities. (3) Similar operations that involve the intentional physical contact with MEC including: (3a) Chemical military munitions and chemical agents (CAs) in other than a munitions configuration (collectively referred to as "chemical warfare material" CWM) (3b) Ground-disturbing or other intrusive activities in areas known or suspected to contain MEC.” PATH #2 This person shall: • Be a graduate of a UXO-TI (Unexploded Ordnance Technician I) course or pass a comprehensive assessment from an institution of higher education accredited by a U.S. Secretary of Education nationally recognized college or university educational accrediting agency, be a component member of a nationally recognized university system or graduate of the EOD assistant’s course. • Have a minimum of 8 years of MEC-related experience, 2 years of MEC-Supervisory Experience, and a minimum of 10 years of total EOD/MEC Experience. |
