Job Duties: | Job Summary: The Sr. Outside Plant Engineer plans, designs, and provides engineering support for IT&E’s Outside Plant Operations both Copper and Fiber Network Infrastructure in the CNMI and Guam, which primarily involve the fiber and copper design for backhaul, distribution, and PON/GPON, FTTX. It also includes installation, addition, rearrangement, and removal of outside plant facilities for copper and fiber (FTTH and FTTN) to meet subscriber needs; conducts field surveys for new customer connection services and other underground projects, to include the preparation of industry standard design plans and drawings, accompanying work documents for OSP copper and fiber construction orders, cost estimates and associated submittals for processing permits from government agencies. Posts engineering field work into the Micro Station (CAD) System or other cable mapping system; and investigates customer complaints. The Sr. Outside Plant Engineer engineers detailed, customer specific, network configuration designs of varying complexity and produces custom design solutions for quote requests and new network deployment/ The Sr. OSP Engineer will suggest construction routing, method and material alternatives based on market knowledge and field investigations. The Sr, OSP Engineer maintains quality control of documentation and data for the outside plant network. Essential Duties and Responsibilities: The Employee will: 1. Provide design-engineering support to the development of FTTx solutions and architecture, PON/GPON as well as PtP. 2. Prepare and provide initial Engineering concept plans of all assigned projects for management review and approval. 3. Provide economical, innovative, achievable solutions to meet enterprise, organizations or subscriber needs for requests for fiber or copper solutions to residential homes, businesses and Multi-Dwelling Units. 4. Advise, consult, and coordinate with other departments on network requirements and development of outside plant engineering implementation plans. 5. Conduct pre-construction surveys with Contractors to verify all routing and necessary requirements for the final Engineering design plans 6. Prepare Industry standard Outside Plant Engineering and design plans in MicroStation/Computer Aided Design (CAD) or similar format of cable routes and associated ancillary equipment and cost estimates of OSP Fiber access networks from the Operator’s point of view, to be submitted to Management for funding approval. 7. Ensure the processing the local government permits or any additional federal permits necessary to do digging/trenching work, installation of pedestals, cross connect cabinets or other equipment on public land and public Right of Ways. 8. Issue work orders to authorize construction contractors to install cable facilities as designed within a scheduled timeframe; conduct random spot checks during construction to ensure conformance of contractor with the plan and contract unit specifications. 9. Coordinate closely with contractors to review project plans and oversee contractor work to final completion of the projects. 10. Conduct final quality inspection of the job performed upon receipt of invoice by the contractor; ensure that corrective measures are taken if discrepancies are noted. 11. Ensure all drawings are posted of the completed work (as-built drawings) to the MAIN U-STATION folder in the engineering server for a permanent record by the Engineering team. 12. Prepare lists of materials and quantities needed for special projects undertaken by the company; prepare as-built drawings upon completion. 13. Ensure equipment vendor/manufacturers’ performance standards are fully compliant with the required specifications, meeting both North American and international standards. 14. Ensure equipment and engineering expenses are in accordance with the approved capital and operations budgets 15. Cross-train other engineering and technical staff in various aspects of this position to prepare them to fill in as needed and for possible succession. 16. Supervise project-assigned staff in the accomplishment of the duties and responsibilities of this position. 17. Ensure site surveys are conducted by the OSP Engineering Team, complete staking/marking of IT&E cable facilities and plan relocation of outside plant facilities which are in the areas of proposed construction of the CNMI Government agencies such as the utilities corporation, department of public works, Mayor’s office. 18. Assist sales department to explain technical functions regarding the addition, rearrangement or removal of cable facilities to meet subscriber needs. 19. Provide direction to junior engineers in their areas of responsibility, as needed. 20. Prepare construction plans, schematic diagrams, and cost estimates to be submitted to IT&E management for funding approval. 21. Design new physical network infrastructure routes with an optimal return on investment while maintaining network health and efficiency. 22. Ensure quality assurance of network documentation and data integrity of assigned network(s) in the outside plant coppery fiber inventory system. 23. Accountable for the final design content and document generation to support the deployment of new outside plant copper and fiber infrastructure and customer deliveries. 24. Create engineering documents, single line drawings, cable routing, and strand-level schematics and provide design schematics of path, distances and quantity of splicing work to be performed for outside plant copper and fiber projects, relocation of existing outside plant copper and fiber facilities and restoration of existing traffic. 25. Audit outside plant copper and fiber network data for completeness and accuracy, research existing databases, files and records and engage contractors to increase the accuracy and completeness of the outside plant copper and fiber inventory system and supporting documentation. 26. Manage project milestones, provide regular updates, adhere to timelines and complete necessary work on time. 27. Perform site walks and field visits within the assigned market. 28. Periodically travel nationally for meetings. |

Qualification Requirements: | Minimum Qualification Requirements: Education: Bachelor’s degree from an accredited college or university in telecommunications, or civil or electrical engineering or related field. Work Experience: Seven years of progressive design experience in the technical and/or engineering aspects of telecommunications specifically in buried/underground outside plant design (copper and fiber). And minimum of 2 years of Fiber Engineering, Fiber Design and Network Planning Experience. Related work experience in outside and inside plant fiber design and fiber splicing. Licensure/Certification/Professional Association: Vendor certification for network systems equipment installation and maintenance is desirable, but not required.
